Which legal civic do you want to use? (Only those discussed in this or previous discussion threads included)

Vassalage (current civic)
Bureaucracy
Free Speech

Vassalage gives us +2 experience for new units, and 34 free units. It has high upkeep.
Bureaucracy gives +50% hammers and commerce in the capital. It has medium upkeep and will lower civics costs 12gpt.
Free Speech gives +100 culture in all cities and +2 gold per town. It has low cost and lowers civics costs 25gpt.

This poll is open for 2 days, but the result will be used for the play session about 3 hours earlier than that.

The OP should say Free Speech gives +100% culture, not +100. It would be nice if it gave +100, but a little overpowering.

Free Speech, we have a fair amount of towns.

The fact that NOTA is not the best capital and we have a large empire means that bureaucracy is quite weak for us.

Vassaalage has done it's job, giving us city raider riflemen

We 've inflation of 41 %, so the costs are higher than the numbers above. Our capital is not so good as i would like, so the bonus is the same.
So i vote for free speech,
But please no change before railroad.

yeah, it does seem that bureaucracy would be a weak choice for this empire. Unfortunate that it isn't going to work out, though, because the bureaucracy hammer bonus is awfully nice if you have a strong capital that's building spaceship parts.

The main bottleneck in the production of the spaceship is researching the required techs. Your production capacity is usually higher than your research capacity. Free Speech helps research, while Bureaucracy helps production.
