Dear god, the moment you learn that tec, workers just love to utterly SPAM SPAM SPAM terrascapes everywhere and ruin your economy. Can someone PLEAAAASE find a way to reduce their priority?
Well, I haven't actually played the game much, admittedly, but the workers probably default to it once it's researched since it tends to be the best improvement choice for most tiles. The problem is, I guess, that workers aren't taking energy maintenance seriously enough (it's a new thing for improvements).
One potential, temporary solution is removing the maintenance cost but also nerfing the Terrascape considerably. It's a tough one, though.
They probably start spamming Terrascapes due to the yields it gives. Open up GlobalAIDefines.xml, scroll down to the part that says <!-- Builder Tasking AI Defines -->, and there you'll find all the parameters related to worker automation. You can fiddle around with values as you like (use Civ5's DLL source code for reference if you're unsure about what an XML parameter does), but the one's you're probably looking for are BUILDER_TASKING_BASELINE_ADDS_CULTURE (added baseline priority to an improvement if it adds culture) and the various BUILDER_TASKING_PLOT_EVAL_MULTIPLIER parameters (when scoring possible improvements, the future yield of the tile with an improvement is multiplied by the respective parameter's value and added to the baseline, roughly speaking).
