there is something wrong on liberate a city concept at my view.
If i liberate a city from oppression and give freedom at least i will wait a little of gratitude from them, not message like you are ammassing armies at my borders and a hard no to a defensive alliance.
Is not real at my view, they need my help in the war if not they will be destroyed in few turns.
Diplomacy has to be fine tuned from modders i think.

the evidence is clear but add enemies is not a good bargain :)
 
Yeah the AI's behavior seems like a bug, they're supposed to be friendly.
 
There's nothing wrong with the concept of liberating a city. The problem is that it doesn't have the proper affects on AI attitude.

and i think is immportant to have the option to liberate it after the conquest later in game, so i could use it for a while for stategic campaign and then give it back.
a new hostile player could be a mess in a long conquest campaign.
 
I'd suggest that when a you liberate a capital (only) of an eliminated nation it should return as a military city state. This would cut out a lot of the problems, preserve the UN voting, and give you some reward for the liberation. Bringing nations back with full AI is always going to lead to problems.
