Hey I just go the UN in one of my games I'm playing(I rarely get it) and the first round of proposals came up, mostly about adopting global civics and such - nothing too interesting. I was wondering what exactly it takes to get the "liberate city" to come up as an option, as one of my rival's cities has my culture spread all the way to his city center, with 53% of his city center under my cultural influence.
 
I love that Resolution and it's fun when you can get it to go through.
 
I'm not sure what it takes for the proposal to come up, but most times I've seen a proposal to "Assign city of x to rightful owner" resolution in the AP or UN, it involves a city taken over through war.
 
As far as I know, only AP can give cities to their "rightful owners", not the UN. The requirement is having the most dominant culture in that city and not owning it, and being a (full? not sure) member of the AP.

ONU have a city mandate vote IIRC. It's too late for me to launch Civ4 and verify that it's actually the same thing than the AP.
 
Just to verify, this option is possible with the AP. I started a new game and was a bit through, with pretty much everyone my religion(The same game I posted about in the glitches forum) and it has given me that options numerous times, sometimes to cities that aren't even engulfed in other civilization's cultures. It gave me the option to assign a city to myself that I didn't settle or had ever had posession of, that had it's original 8 tiles around it still in its own civilization's culture. Still not sure if it's possible with the UN, but I got it and will keep this updated - although from what everyone says and my own experience it's doubtful.

Oh ya, and I had a game (about 3 games ago) where AP and UN were voting at the same time. This went on for maybe 50 turns, until the AP finally stopped. Anyone know what causes this?

The AP only stops when there is no AP leader because everyone who could be a contender for leadership has got Mass Media. It is quite normal in my games for the AP and UN to both be running at the same time. If I have the AP religion I avoid mass media for as long as possible so I keep getting the +2 :hammers: from religious buildings. I don't care if an AI builds the UN...
 
Downside of the resolution is you don't get to take a quick peek at the city before you have to decide. I got it the other night and almost agreed, fortunately not because the city they were offering was a size 2 ice city. would have crippled my economy.

I'm almost always playing on a LAN game with someone else so I have them look =) Same thing with going to war, when I want to see the full diplomatic situation but can't check(they should fix that).

Thanks for the explanation though, very enlightening
