Liberation... only the founder gets liberated?

For example, let's assume Liverpool was built by England, and then you conquered entire England including the city of Liverpool. Then you gifted Liverpool to Germany. Then entire Germany got wiped out by France including Liverpool.

Now you declare war on France, and has just taken over the city of Liverpool, a popup comes up asking you what to do. Both England and Germany have been complete wiped out. You decide to liberate the city of Liverpool, which one of them will get "revived"? England or Germany?

Well, if you had to pick two civs, England and Songhai are probably two of the most similar:
  1. Focused on Aquatic Domination
  2. Mostly red color scheme
  3. Amazingly Attractive Leader is from the 14 to 1500s
But in slightly more seriousness, it could be that another player is renaming their cities (possibly as a form of psychological warfare against Elizabeth,) or that the Huns built it.
