Limited # of new techs?

Is there a limit to the number of new technologies you can add in the rules.txt file? There is of course space for 3, but can you keep tacking new ones on (for arguements sake, say 100 new tech? Not that any one has the time for that).

Also, is there a limit for new units? Obviously, there are only so many "slots" to fill in the units.gif file, but can you add more than 3 new ones? And if you do add more than 3, how do you determine what slot in the units.gif file will be accessed?

PS Why did the designers confuse Greek Hoplites for "Phalanx" and the Phalanx for "Pikemen"?
 
The version of CIV II determines the actual number of extra slots:
Original CIV II has 3 extra tech and unit slots;
CIC/FW/MGE have 10 extra tech and 11 extra unit slots;
Test of Time has 10 extra tech and 29 extra unit slots.
