Linked my 2K account, but only have access to Napoleon Revolutionary, NOT Napoleon Emperor

Napoleon, Emperor is the base Napoleon you get for linking your 2K account with Steam.

Napoleon, Revolutionary is a second persona you get if your Steam account has Civ 6.

I linked my 2K account, but confusingly I only have access to the Revolutionary persona, not the Emperor one.

I have civ 6 and I linked my account, and neither persona is available. Ugh.
