Couldn't it be interesting to use the settler unit more as in to spam them to gain territory ? Like, popping a settler near our borders would do a "cultural" bomb, as Great Generals did in Civ5. That way, one would need to produce a constant flow of settlers in order to extent / keep its territory. Yes that would be a production capacity race but if one has to build other things too, like military and buildings/wonders, I think it could become interesting. I think it could add another layer of "aggressive pacifism" with reputation consequences / new casus belli / deterioration of relations.
It could even be the only way to expand, or the main way. Forward settlings would just be "Colonies" with immediate benefits but high chances of rebellion. (i.e. inevitable) Example : you have no Iron in your territory. You send a settler that will create a Colony disconnected from your starting borders near Iron. As soon as you settle, you start to accumulate Iron in your capital. But, at a point, your Colony claims independence or is absorbed by a near entity, but your coffers are full of Iron / Gold / Etc.
But the core of the idea is to expand / conquer with Settlers. Of course if you steal another civ its territory, better be prepared for war... Players that would abuse this with a dominant military too would be seen as the devil by the rest of the leaders and soon enough declared by everyone.
