Is there any way (such as a Mod) to see if a tile has fresh water - without using the Settler lens or the "City Center" Map Tack?
Of course, if the tile is on a river it'll have fresh water, but terrain features can often be unpredictable for this purpose.

A few examples:
  1. I conquer an enemy settlement and want to see if it has fresh water.

  2. I'm considering Incorporating a City State, but it's only worthwhile if it has fresh water.

  3. I'm going to Disperse an IP (and later settle in its vicinity), but while I wait for Discipline and sufficient military units, I still want to place a Settlement nearby - and want to accurately plan the location of both those Settlements based on fresh water supply.

I usually mouse over the city center and it will usually say if it has fresh water, not sure if that's part of one of the mods i use. Either the city hall or map trix mods are great for getting extra terrain info.

As I haven't loaded a lot of mods yet, I use the Settler lens a lot. It can be used almost any time, including:
  • The turn before you conquer the enemy settlement
  • The turns while you're befriending the IP, before it becomes a city state
  • The turns while you're moving towards the hostile IP, getting ready to disperse it.
You're talking about making/supporting a decision, and the water situation is not really dynamic, changing from turn to turn.
 
Q about building factories: Say I have a coastal settlement on a medium-sized island, with 6-7 decent land tiles in the first and second rings around the center.
If I want to build a factory there, what are the prerequisites?
  • Convert it to a city first?
  • Build a Rail Station, even though there is no land connection between this island and my capital
  • Build a Port (does this suffice?
Would there be any benefit to building/buying *both* the Port and Rail Station?
Do I also need to build a Port in a coastal settlement on the mainland, that is connected to the capital, so that the "factory network" extends out to this one?

You need a Port on both land massses to be able to build a factory on the land mass that's not your homeland. Railstations can be purchased with gold but they're expensive so i only build them in the cities where i am going to build a factory.

You can buy factories in towns, so you don't have to convert it into a city.

The rail station is necessary. A port is not sufficient, but may be necessary if there is no other port connected by rail.

Also, you may need a port connected by rails to your capital on your home landmass if you don't have that already.

It should be mentioned for future readers that you have to select the factory town specialization to buy a factory in a town.

That's weird, perhaps you're using a mod, because the Settler lens looks like this when I'm looking at enemy territory - there's no way to see if there's Fresh Water:

Yeah, what counts as a rail connection sometimes is tricky. Last game I had a bunch of trouble, even settlements on the same landmass that seemed like they should have been connected by rail... It wasn't until I got a port down that I was allowed, because this city and my capital were on different continents technically I'm guessing it didn't give them a proper rail connection by land.
