El Presidente Pérez Announces Election to Take Place Across Central America

by Carolina Salguero, November 15th, 1962

Exactly 14 months from today Colombians will head to the polls to elect the politicians they feel best represents their interests and it may seem too early to analyze the elections now, but with President Pérez’s recent announcement, political analysts everywhere are scurrying to catch up with the implications.

At a press conference yesterday outside the presidential media offices, President Pérez announced that the citizens of the newest states of Panama, Guatemala, Nicaragua, Costa Rica, Honduras, and the ‘United Caribbean Islands’ will be eligible to join the traditional Colombian states of Antioquia, Bolivar¬, Boyacá, Caqueta, Narino, Roraima. Cundinamarca, Magdalena, Santander, Tolima, Zulia, Guárico State, and Anzoátegui in electing representatives to the Gran Columbian Assembly. Currently the Aseembly seats 149 members but with the addition of all the new political territories within these new states, the Assembly will be expanded to 219 members. Analysts confirm that these numbers are representative of the populations within the new states and most feel that the new representation is indeed fair.

Indeed when the El Analista asked members of the political opposition, the Movimiento del Moderación led by former president Carmen Custodio, they revealed this statement, “President Pérez’s announcement is truly a pleasant surprise and should do much to accelerate the reintegration of the ‘provincias perdidas’ as well as those territories won by Colombia in the ‘Halifax Treaty’. We look forward to a healthy democratic election within the new states and are sure that the Movimiento del Moderación will have a wide appeal amongst the people living in therein. Colombians everywhere can look forward to a better government led by our coalition in 1964!”

The El Analista has been on the streets of San Pedro, San Miguel, Managua, Santo Domingo, Panama, Whitby, La Retraite, and Le Morne Rouge to try and get a comprehensive understanding of the mood amongst the new states.

When we travelled to Panama the mood was one of celebration and jubilation. Here the president is celebrated as a sort of hero, the man who liberated them from the tyranny of a corrupt foreign-funded faux-republic. They’ve also been the recipients of several million pesos in federal municipal infrastructure grants and have seen a massive rise in economic prosperity, education and quality of life as a result of the greatly increased traffic upon the Panama canal, much of it as a consequence of the newly developed, though incomplete Sitko-Quito-Rio de Janeiro rail-line and the adoption of the Americas’ Peso which has, in the last year, resulted in a more than a two-fold increase in the volume of trade within the canal compared to any year under the previous puppet government. Our analysts forecast what may well be a landslide victory for the incumbent Partido del Consolidación party within Panama state.

In Guatemala, which saw some of the heaviest fighting during the ‘Reunion Conflict’, support for the president is much more limited. Though these people have seen a rise in their average standard of living, much of which can be attributed to their proximity to the intercontinental rail-line and the investments of the government in their sewage, electrical and communications infrastructure, they remain distrustful of a government that waged war with many of their brothers and sons and which continues to man rural military bases with a massive number of Colombian soldiers. Surprisingly, the secessionist party that seems to be gaining ground in Honduras province is not nearly as popular as most civilians are plainly awed by the rapidly diminishing levels of poverty and isolationism. More and more, people here are saying that their vote might go to Moises Moreno of Movimiento para la Lusticia Popular. Many see it as a ‘socialism-light’ movement with a strong emphasis on reducing corruption and reforming the police and security apparatus. For many, the movement is seen as a means to combat much of the corruption amongst the security apparatus remaining from former government as well as, unfortunately, some arising from the occupying army during the worst days of the ‘Reunion Conflict’.

In Costa Rica, the story is similar to that of Panama. A boost in the standard of living as well as a traditional association with Colombian culture, coupled with the employment and economy-driving projects of the rail-line and trade with the members of the Sitko-Quito cooperative has accelerated the incorporation of this state into greater Colombia. The presidential party seems to hold the most sway here though there are many who are attracted to the more moderate voices of the Movimiento del Moderación and Movimiento para la Justicia Popular. The race will be tight with most seats likely divided between those three parties.

While eastern Nicaragua is much like Costa Rica, especially considering the wealth brought by the rail-line, western Nicaragua, as well as much of inland Honduras have not incorporated into greater Colombia as easily. Rebel generals have their strongholds here and while they have little popular support, the effects of their terrorizing bombs and hate-filled propaganda are strongest amongst these small jungle communities. Here there are three political parties vying for control. The first is a home-grown party called ‘Movimiento Secesión’ which advocates independence for the Central American states. Though the party is not popular in the cities and larger towns which have perhaps most benefited from the federal municipal works grants delivered by the states and the unifying influence of Colombian television and popular culture, farmers and villagers throughout the area are very influenced by the party. Throughout the territories the Colombiano Socialista continues to win hearts, perhaps with an appeal to the plight of people of the Caribbean isles and a socialist agenda popular amongst the poor. Finally the Colombiano Patriota is popular amongst those eager to see security return and the government take a firm stance against the insecurity in the Caribbean and from the rebels.

Amongst the United Caribbean Islands, the Colombiano Socialista and Colombiano Patriota are also very popular. The socialists appeal to the growing appeal of the socialist economic model being introduced in the islands around them by the soviets, though thankfully their political ideology seem very unpopular, while the Patriots again appeal to a demand for security. Remember that many of these islands are in visual range of the columns of smoke and masses of refugees created during the wars in the Caribbean and for them, their primary concern may well be security, security in the face of growing communist ideology and security in the face of a growing number of Soviet ships and submarine attacks amongst the straits and shipping routes.

As an interesting aside, there has been great interest in Colombian politics amongst the citizens of Haiti. These men and women live under the protection and governance of Colombia but are officially citizens of the Free Maritime states. The Maritimes themselves however are distant and pre-occupied with reconstruction and for the Spanish-speaking Haitians, Colombian television and culture are a much more natural ‘fit’ than the distant Maritimes. El Analista hand not originally planned to visit Hispaniola but when we did our reporters found that everyone seemed to have an opinion on Colombian politics. Many were thankful for the military intervention of Pérez and the Partido del Consolidación if only they could vote. Others supported the peace-building efforts of Custodio of the Movimiento del Moderación. The socialism of the Colombiano Socialista considering the action in their neighboring country was remarkably limited. Perhaps the bloodshed and alien Soviet governance was enough to scare them off anything to do with communism. Regardless, wherever we went, we met men and women with a very thorough knowledge of Colombian politics and even political law. They seemed genuinely thankful for the municipal infrastructure developed in their territories by the Colombian government and one can’t help but wonder if the Maritimes might be willing to allow them to be the next Colombian state.

The Great Work - Part I

In a cramped concrete bunker, deep in the ground, sat Minister Forrester. Though a thick pain of bullet proof glass he monitored a series of experiments being conducted by his researchers. Sweat poured from his forehead. A lot of pressure had been put on his as of late. The President and Minister of war had put a lot of pressure on him. War seemed to be on the horizon. As tensions heated with Romania, attention on military projects heated up intensely.

Suddenly a spark of light and smoke and a researcher stumbled back from a table. Minister Forrester jumps to his feet in reaction. Three medics in HASMAT suits rushed over to him.

Into a microphone he says excitedly, "What happened. is he all right?"
"He will be alright, I think, just a few glass shards," said one of the medics. While two medics cared for the mans wounds, another tested the air, and the liquid on the table. The other researchers nervously kept working. After the glass was removed and wounds bandaged the researcher went to work. "There is no time for humanity in times such as these," thought Forrester as he sat back down.

Forrester turned to a stack of papers on the desk, a detailed report of yesterdays experiments, along with copies of research of the researches have dug up on the subjects. The Ukrainian government has spent the past 4 years dumping money into research. While still only a backwater , hiring talent from the modern world has greatly accelerated the nation into the forefront of science and engineering. Even if the world was not currently aware of it. The Ukrainian government, full of fear and paranoia has kept its technological advancements under lock and key.

Forrester was frustrated, between answering memos from officials, to reviewing his researchers work, he had little if any time left to research himself. On top of that with every step forward it felt like they hit another brick wall. He longed for these projects to be completed so he could return to the old days of un-hindered government personal research. The medication he was on was helping him focus on the task, but he felt as though his creativity was greatly hampered.

He said to himself quietly, rubbing his eyes, "Soon it will be all over."

Doctor Forester stood on the elevator to the surface. He had heard a storm was coming and he wanted a chance to get a chance to stroll through the woods before the rain started. When the elevator finally stopped the doors opened to a quiet empty room punctuated by a large obvious security camera.

The doctor walked up to a door and opened it. A slight sadness hit him when he heard the rain. “Oh well,” Forester softly said. A few soldiers guarded this room, however, they were too engrossed in their book or magazine to take much notice of the Ministers presence. Since the push for increased progress on research projects no one had clearance to leave, even the minister only had clearance to travel to the surface. They were stuck until work was completed.

Doctor Forester walked out onto a porch like area outside the entrance of the building. The structure looked rather out of place for a military or government building, however, he was glad he was there. He sat down and lit a cigarette and took one long drag, held it for a few seconds than exhaled deeply. Closing his eyes, the tempo of the rain entered his head and he was fast asleep.

I'd like to have orders in by tomorrow, though if you are for some reason unable to get them to me, I'll probably accept them up until Wednesday.

Remember, this update is also the first update for bonuses. Flags, stories and updating the Wikia will all get you a bonus.

The USA would like to suggest a compromise here. The Soviet Union would obviously like to protect teh interests of the new found PRC, and so it has sent a navy there. Perhaps instead of withdrawing it completely, they should merely reduce its size to acceptable levels, although retain levels of force in the PRC to ward off any external attacks until the PRC can get back on their feet. After all, their nation seems to have taken alot of damage, and they are vulnerable in the time between now, and when they finally recover and are able to ward off external attacks by themselves.

We all know how the CSA helped the former government that oppressed its people. Perhaps it is best that the Soviets retain a force in the area in order to prevent the CSA form coming back into the Caribbean, and restoring that old, corrupt, and cruel government.

What is this cowardly, corrupt blight that would propose cooperation with communists for its own interests? The Dutch Empire will abide by and recognize the terms of any treaty proposed by the North American Confederation in its war of containment of the Atlantic menace. Godspeed, brothers.

    New Terms of Peace
    Phase 2 - Intermediate Version

o The USMA is to sign an immediate peace treaty with New England, restoring the status quo of pre-war times, and create a 20 year non-aggression pact with New England.

o The USMA-CSA relations should be restored to status quo pre-war conditions. The USMA shall sign a non-aggression pact with the CSA, for a duration of twenty years, with the world as a witness. That non-aggression pact shall have clauses disclosing potential situations or circumstances where the CSA shall circumvent the extent of that non-aggression pact; the USMA shall have no such luxury.

o A demilitarized zone shall be created on the entirety of the USMA-CSA and USMA-New England border, to an extent of fifteen miles.

o The USMA shall disclose any and all secrets pertaining to the sinking of the CSS Allatoona to the CSA government officials.

o The USMA shall shut the hell up about the affairs in the Caribbean. Stop being antagonistic, Home!

The newly elected President John Vector was quoted late last night in regards to these new terms offered by the CSA, and the reportedly upset state their own president is in about the rejections causing more lives to be lost:

"Now listen here. The USA has had enough of your violent warmongering, contradictions, and hypocrisies, not to mention you butting your nose where it doesnt belong. You withdraw your armies from our sovereign territory NOW, and we will consider not occupying any of your country so you can feel what it is like to be at the opposite end of occupation. Do you know how much loss of life you have caused? How much hardship? How many families have been torn apart, or even when kept whole, thrown into poverty because of your tanks, bullets, and shells? TOO MANY. YOU started this war. You cannot complain about how many more lives are to be lost, because we wont accept a peace treaty that will leave our nation at the mercy of you and your nation. You started this war. Either shut up and let us finish it, or leave the war, as it isnt your war in the first place. This is about us making sure New England can never again hurt either our country or the Maritimes Protectorate to our north. They started this war.

You speak of an NAP...but then you say there are clauses that allow you to ignore it. So basically it allows you to attack whenever you can make up a 'good' reason like now, while we sit here bound by a treaty, helpless. I cannot, I WILL NOT, accept such a disgrace to our nation.

You know these New English that you are helping? THEY are the ones that sunk your precious ship. Leave us be so we may administer justice.

My final word on the matter is: Withdraw your forces immediately and sign a white peace separate from New England, or there will be serious reprisals for your nation as a whole. You cannot hold against the justice, freedom, and liberties that our great and mighty country stands for! You demand that no land may be taken from New England, but then you turn around and take massive tracks of land from Texas against the peoples will in that country. Such hypocrisy, yet you still expect all countries to simply bow down to your demands....no, the United States of the Atlantic, shall continue the legacy of the United States of America, and make sure that Liberty is GIVEN, that the freedom of the people is TAKEN from the governments, and that justice is SERVED where it is needed.

Thank you. Make sure this is sent ASAP. We do not want to be keeping Mr. Homes waiting of course. No doubt he plans to invade the Caribbean again once he gets a peace here anyway, as you can see from his obviously antagonistic comment in the peace treaty that has been scribbled out.

Words cannot express our depressed emotions over the continued state of war between the USMA and the CSA. We have offered generous peace terms -- literally paying them for peace -- and yet the war must continue. The CSA continues to not seek any sort of land or servitude from this war. We will continue until the safety and security of New England and the CSA is reestablished.
