President James Monroe Forrest Journeys into the Western Territories


President James Monroe Forrest, after an extensive trip to the newly acquired Western Territories, has issued a statement earlier today pressing new proposed legislation to the Confederate Congress, a spokesperson for the President stated earlier today.

The President, who has stated his intention to show Dixie "brotherly love" to the Western territories, drafted a declaration titled The Pardoning Act of 1962.

The Act seeks to both end the tension in the western territories while also maintaining Texan dignity and honor. The legislation states that any person who has committed a crime or misdemeanor against the Confederate government in acts of resistance before the date of January 1, 1962, can report to Confederate authorities to receive a full pardon for their crimes, and have any bounties or arrest warrants declared null and void.

"I understand the mentality of the Texan people," President Forrest said. "The Texan people are honorable and cultured. Their resistance, though small and thinly spread, is appreciable in the immediate wake of the territorial changes of the past year. I am offering this legislation as a chance for the Texan people to realize that they are not seen as enemies of the Confederate government or people, and are instead part of our family."

This executive order was issued after an extensive tour of the new western territories by the President, who met with Texan officials in the territories. The President has maintained that he will not remove the Texan governors and officials from their office, and allow the population of the territories to continue to elect this officials into their positions. The President has expressed his thanks to these officials over the past month, stating their aide has been "instrumental" in seeing the viewpoint of the Texan people in these territories.

The legislation also states that any crimes committed after the New Year, or those that aren't reported and pardoned, will receive criminal sentencing according to the laws of the Confederacy.

"This isn't a threat," the President admitted. "It's a way for the Texan people to understand that we're not holding past incidents over their heads. They cannot be forced to worry about quick, patriotic decision that they felt were necessary at the time. I understand their sentiments, and wished to express my courtesy and respect for them."

When asked about his favorite part of his journey to the western territories, the President said, "The Texan hospitality and generosity was admirable." He smiled before adding, "And the food was delicious."

The Industrial Technological Advancement Act


The administration of President James Monroe Forrest has drafted new policy regarding industrial technological implementation in the face of new industry advances, according to a source with information on the subject.

The plan, authorized by President Forrest, states that any industrial corporation, business, or private company may receive tax reductions for one year when they upgrade their industry's equipment and resources to meet with new technological advances.

This plan, titled The Industrial Technological Advancement Act, will give these industries a reduction equaling one half of a percent off their tax rate, which results in approximately five to nine percent of a total reduction in their combined (both state and federal) monetary tax requirements.

This plan is implemented to provide Confederate industries with the chance to upgrade their equipment and technology while also preventing the Confederate government from interfering with private business.

"It's a very hands-off policy," the President stated. "I saw it as a way to aide these companies without treading into the deep of the economic and industrial base in our nation."

Economic and political analysts alike have approved of the measure, saying that it maintains fair economic practices while keeping the government sufficiently distanced from economic activity.

The President also admitted that the states have every right to improve on the measure, should they see fit. "It really comes down to the states," the President said. "The federal measure is small, but that's because the federal government shouldn't interfere in the economic practices of the states. It's ultimately a decision of each state whether to expand on the policy."

Several states have already issued a reaction to this Act. The Governor of Louisiana, Gregory Home, confirms that the state will issue a similar tax reduction, while the State Assembly of Alabama is discussing the measure. The State Assembly of South Carolina is expected to vote on the measure in the next month.

When asked about fiscal repercussions of the measure, the President said, "The Federal government has already set aside a portion of the budget as a safety net for the measure. While the budget has been decided, and the potential revenue estimated, we still thought it necessary have a fund dedicated to the measure as stability."

The President also added a measure to prevent an abuse of the system. "Industries can only apply for the benefit once," he said, "which can be renewed at the government's discretion. That means the companies should, if at all possible, use the tax break to upgrade their systems as thoroughly as possible."
