One thing I forgot to mention. I fortified the East-most boat to watch that entrance for now.
How is this any different than attacking with an Invisible unit? Are we not required to declare war on any enemy unit, without regard to their contacting us first?
Yes, we must declare the second we can contact them.
If they follow our coastline we will gain contact no matter what. Its just how and when and I was thinking it better if they were spotted before they were next to a city as I am not sure if they could be carrying units.
The more important part is not making contact if they don't follow our coastline. So taking the (north) boat away entirely would also be good enough.
For the East I think if they jump across they will meet us and we have more warning if a boat is there.
Though if they never send units nor do a surprise attack before you meet, then delaying the meeting might be better, but I don't know how to determine if this is possible.

I've got it. Basic plan:
1. Research Printing Press (Libs!) before starting on University.
2. Move the boat near Porto Alegre to avoid more contacts.
3. Work on shipping units across the sea towards the Aussies and Indo-China.
4. Build a city at the western coast of our continent to help with shipping.
5. Build a city S of Cairns, on the southern tip of the continent.
** On point 5 -- I can gather some Dhows and ship them across with Janissaries and the Turkish Settler around T5-6 of my set; or I can build the port *now* and finally get the Settler across on T10 of my set. Either way, it'll take all 10 turns to assemble all the Dhows near into one grand fleet.
Any thoughts on that order?
Our land mass first. Once across the attacks can start. We want faster shipping.
Reading #4/5 again I am a bit confused.
We need 2 cities
1) The jump point on our land mass.
2) Closest point across the sea
We also need a few workers across the sea to connect that city to the rest.
I think we have 5 workers near the jump off point.
I do not think we can build on Tundra, why not just make Cairns our first city on the new land mass? Cairns is size 2 and will drop to size 1 when we capture it. With luck we will get its harbor.
Where is the Settler by Edrine going?
Circus Maximus in Brazilia should produce a settler in about the middle of Elephantium's turn set.
I think after Printing Press we should go Naval Guns -> University.
I want zero flip risk. That means a self-founded city. Even a size 1 city can flip.
Sadly, we can't build on Tundra. That will make getting troops over to the next land mass tougher.
The next Circus Maximus settler can claim the flood wheat spot.
I am pretty sure Civinator removed the exploit for founding in Tundra.
What about raze Cairns and found our city on it ruins. It might be possible to build a city on Forested Tundra but it would never be much of a city.

I'm still a little confused re: shipping; I'm not clear on how a city on the forest helps us there. It seems like embarking inside the city would actually make for a longer journey. I drew on a screenshot to illustrate:
After doodling, I'm thinking the purple route will be preferable -- 3-turn shipping that drops off troops ready to act on the turn they disembark. Admittedly, I'm not accounting for ship-chaining...
I was looking at the city on our land mass as a place to upgrade ships (if needed) and a place to build new ships faster than the time it takes to sail down from Stockholm or Forest Port.
I agree with road to seal, and our first city on white dot (tundra forest).
When I was thinking of the shipping route, I forgot about the tundra city restriction.
Settler by Endrine is the same initial circus maximus one. It has yet to reach the capital and is our second settler for the crossing.
Purple looks best in which case I would use the settler already there for the landing spot on the far side.
Oh, yeah, if we could build on the tundra, we'd have a much nicer route.
