Sorry, I have no clue what could have happened here. If, after a new start of civ, this issue was fixed, at present I assume, that it is no problem of CCM 3.:hmm:
Agree it is not going to be ccm3. My only thought was it might be due to flintlock changes, though we have played other games with this flintlock version with no issue. There is the unit stacking in flintlock which might have some rare bug?

Now the Question: In the screenshot below you can see that the road into the heart of China is blocked by a Korean City. We can either declare war on both China and Korea or sign an ROP with Korea. I favor a ROP since we will connect to China by only 1 Rail Road and we can easily station troops on it to keep Korea from using it. Also, after we conquer China, we can break the ROP. The reputation hit will not matter. We are at 40%+ in land owned. We are the tech leader by several teches and don't need to trade with anyone. Any reasons I should not follow my plan?

Lawful evil option: DoW China, take Chinan and road on to Macao, hold at Macao to deal with the initial rush of Chinese fast units, then sign MA with Korea. Let China take Inchon with their newly built fast units and what's left of their slow-movers, then "liberate" it yourselves.
 
Even with an ROP crossing Korea can be a pain if the route keeps getting blocked. Going around is easy in this case, so I advise doing that. The road isn't long.
If you do want to go through Korea, then I suggest leaving a unit on every square you want to use going through. I do think RR is possible in AI lands - did that by accident earlier and was surprised it worked as I was at war (at least I think it worked).

No, we are at about 48% land owned and over 60% of population. I am just finishing up this turn, need to load steamers with the next shipment of troops and railroaders for the front. Also, need to protect the captured towns. Hopefully I finish later tonight, if not definitely will finish tomorrow and post then.

Notes and Suggestions:

  • Houston was renamed Bolder City and is using an Airport as a prebuild for Hoover Dam.
  • Reminder: Tanks only get 1 move in Desert tiles.
  • I played my entire turn set with an Always War mindset. I did not make any trades during my turnset and refused all requests to talk to me. I only talked to a Civ to declare war.
  • There are 11 Steamers 2 tiles away from Delhi loaded with troops and railroaders.
    • Off the coast of Fes is where I was loading up the Steamers. It is the shortest run to Delhi. Also there is a stack of 4 Steamers with a full 10 movement points and the other Stack of 18 Steamers just “docked” this turn.
    • On our eastern coast at Cuzco there is a Stack of 11 Steamers. These could be used for an amphibious assault on Poland.
    • I left a few roading/railroading crews on out home continent. I was mostly building roads to increase our cash flow.
  • The fortified troops in Picatinny Arsenal were put there this turn.
  • The 2 Tanks I left moving mark cities where I fortified Tanks to quell resistors.
  • I left an unload Army moving. Its your choice what to load in. I was thinking about Harley Scouts with their 3 movement (would it go to 4 movement in an Army). However they are not as good fighters (6 offense: 4 defense) as the Armored Cars (9 offense: 4 defense).
    • There are 5 Veteran Harley Scouts on Steamers that arrive next turn and a few Harleys got promoted to veteran status this turn.
  • There are Great Artists and a Lawyer in Preforming Arts, just north of Picatinny Arsenal.
