Looking for Advice: Culture Victory

So I'm trying my hand at Monarchy level, and basically have a question about Culture victories.

Can you steal another civ's capital using culture? One of my big culture centers happens to be a few tiles away from my neighbor's capital, and although the capital did manage to grab a few wonders I think I still have enough culture to convert him.

Just like to know, because he did manage to steal away the Sistine Chapel (AI can be very sneaky with Great Engineers) and I want that for myself.
 
Yes , you can culture flip the capital, there was a succession game where teams won games by eliminating all other civs with culture flips (no units allowed out of cultural borders IIRC).

You could always just invade though ;)

If you use spies you can make the city revolt (doesn't produce culture for 1 turn) perhaps? (BtS only).

You might want to build culture if you have all cultural buildings already in your city.

If you are playing BtS, the Sistine is alot more powerul now, all state religion buildings get an extra +5 culture per turn :(


EDIT: Mouse over the tile to see if the culture is going up or down over a few turns. (It says stuff like "50% Egyptian" or whatever civ you are playing). You need more than 50% to flip.

In BtS you can also use spies to boost a cities culture I think.
 
I'm considering trying the "Spread Culture" action with Spies to see how that turns out...I'm pretty confident that I can flip the city, but it is going to take a long time (definitely won't happen until I get at least 3 cathedrals in place...fortunately I have 3 religions. Go me.).

I might just go ahead and try an invasion, but the problem is that 1. the Ottomans are my best buds, and 2. they are also everyone else's. Not sure I want to risk all the you declared war on our friends, especially not when I am pleased with everybody and well en route to a possible Religious victory (what I like to call "Plan B"). Besides, I have pretty much neglected my military, so I'm not sure sure it would be in my best interest to try and brawl at this point.

And finally, I like learning from history: the real Louis IVX bankrupted France with frivolous wars, eventually leading to a weak government unable to oppose the French revolution. Not sure I'd want that.
 
Well there is always the culture bomb, usually I try and save them all for the last few turns (after settling a few early on). If it is still early, maybe settling an artist is good still?

Oh, and make sure you build the hermitage in that city.
