Anyone know where in the files this is done? I'd like to remove science from population, or at least put it at the same amount as culture.
I'm finding that science per capita is way too rewarding for warmonger and expansionists, and far too punishing for isolated or boxed in civs. I don't want to have modern armor while other civs have horsemen, and have to wait 5,000 turns for them to catch up. If I can turn down the science ratio, then I can remove my marathon tech and civic research multipliers, and the pace at which everyone is researching would be grouped in a tighter cluster.
And campuses would actually have some decent value.
