Loseing shields and food on a new city?

How can I not waste or lose shields, money, or food when i start a new city. Most of the shields are wasted. How? How can i not lose them?

I'm not sure I understand your question, but if you're talking about the corruption you experience with new cities in a "large" empire - welcome to the club. I recommend you read the Official Corruption Solutions Thread in the Strategy & Tips forum. If that's *not* what you meant, please elaborate.

If corruption is the problem, make sure you have installed the patch. This cuts down on corruption quite a bit, although some shields and income will still be lost. If you still have a lot of corruption, check out the thread as nklatt says.
