Low shields become a multiplier. Bug?

Damage is divided by the targets shields rating. I don't really understand how damage to shields works, but it can be reduced to less than 1 which turns it into a multiplier. A multiplier that can approach infinitely as it gets closer to zero, allowing weapons to do far more than their base damage. I've seen damage in the thousands. I've seen similar extra damage when a ship with low shields is also flanked.
