Lowering Unit costs

Hey there!

I want to lower the unit but not the building/wonder costs. I did it by editing the Gamespeed.xml and here is my question. If I lower the unit cost but not the building cost, does it make the AI build more units and less buildings. If so, how can I balance it.

I had a similar problem when I increased the tech cost a while ago. If it's too high the AI won't research at all. I solved this problem by editing this line <Row Name="AI_RESEARCH_WEIGHT_MOD_PER_TURN_LEFT"> in GlobalAIDefines.xml

So my question is basically if the AI prioritize building units over actual buildings if I lower the costs simply because it takes less turns to build.
