Loyalty bug in Cities returned to Resurected Owner after Rebellion

So Saladin whad been defeated, his former capital went to Rebellion and I returned it to him, resurecting him.
The problem is since then, his cities suffer incorrect Loyalty penalties that are not displayed: if I open the loyalty Lense, the nubers below don't match the total loyalty
