In most of my games it seems the Luchuirp end up with a crazy power stat. I can see they have 111 units of which 70 are Clockwork Golems. You can see the attached graph as an example. They are about middle of the pack size/technology wise so it isn't like they are snowballing in the game.
Maybe the power calculation just weighs Golems heavily since they have higher power but few promotions? If this is the case, it doesn't really effect the game too much but I suspect the AI might take the relative power into account when attacking so it could throw them off.
I only bring it up since it may also be a bug in the AI's build selection or unit support.
