After much discussion with Russia, we have decided to assist each other in post-war reconstruction and help in matters of internal and external threats to our sovereignty. This is not an alliance, although there is a distinct possibility that it may become such in the near future. For now, our assistance is limited to mutual trade, reconstruction efforts, and shared research.
As this is a cooperative effort to rebuild infrastructure and the like, we have agreed to allow all nations in Eastern Europe damaged directly by conflict an opportunity to join. These include Poland, Hungary, Romania and, to a lesser extent, the Hellenic Republic and the Islamic Caliphate, through virtue of being a member of the Eastern European Protection Pact and their recent, unrelated conflict with France and Turkey, respectively. To all of these, we offer entrance into our attempts at reconstruction and expansion through protection and shared research. Other nations may apply to join, but should not expect an affirmative answer without good reason.
And, as a final word, this is not an alliance, simply a convenient arrangement until such a time as we may again part ways, if such a time occurs. Below is the script of our arrangement for the moment; any suggestions will be considered.
Eastern European Post-War Reconstruction Cooperative
1) All members agree to defend each other from internal and external infringements upon their sovereignty.
2) All members agree to share current technologies and will contribute to joint, rather than individual, research until the Cooperative is dissolved.
3) All members will agree to allow trade to and from the other members of the Cooperative.
Prussia and Russia would hope that those nations most damaged by the war would be the most likely to join, as this cooperative effort will help in reconstruction, technological expansion, and protection from domination by foreign powers or rebels in the post-war environment.
