State of the Union Address: 1863
September 15th is known as the "Grito de Dolores", Cry of Dolores, and is known as the day the Mexican Revolution began in 1810, when famed revolutionary and leader of the revolt until his death, Miguel Hidalgo y Costilla, released his statements and warnings against their Spanish overlords, causing Mexico to break free.

Now, in honor of that day, the President of the United Mexican States is to provide Congress with a speech on the state of affairs in Mexico and what can be done on the day of Mexican independence.

My fellow patriots of Mexico, I come here today and stand in front of you, the legislative leaders of our fair nation, to tell you the successes and shortcomings we have endured in the past time since the last address. Let me begin by telling you of the many successes we have had in Mexico.

Our nation, even though it has been having many internal qualms, is still considered one of the best nations to live in, with an almost unequaled health record, with Mexicans living longer now than ever before due to advancements in medicine. In addition to this, our country has also been industrializing further and have begun to surpass other industrial powers of the world. As it stands, we produce the third largest number of manufactured goods in the world, surpassed only by global superpowers that have been able to develop themselves for centuries and expand across the seas at the drop of a hat. Alongside our industrial growths, we have seen an agricultural boom, now being the largest producer of wheat grain in the world, and the third largest producer of agricultural products altogether. Our people have never been more well-fed.

While we have grown well in some areas, some functions of our nation are still lacking. Our economy has not succeeded in growing in any substantial manner since before President Mina decades ago. Our wealth continues to stagnate, as does our military prowess. We have one of the weakest militaries in the world, despite us being one of the largest nations. Many significant points in Mexico are entirely undefended or barely defended, including the entire state of Baja California and much of the occupied lands in America.

The issue here lies in the fact that the KKK continues to grow, despite the defense by the Black Guard. Though individual villages can defend themselves against small attacks, a full-scale rebellion by White Americans would be almost insurmountable by our current force. To not be torn apart we must strengthen our nation.

In the world we live in, Mexico is under the constant threat of foreign attack. Recent developments has lead to us being threatened now more than we have in ages, with countries such as the Ottoman Empire and France being on the cusp of attacking us for financial, geographic, or political reasons.

Furthering on the point of a weak economy, our stability, though not having decreased, is not increasing. This is almost entirely due to our financial situation, unable to properly pay for our nation's well-being. Despite this, though, we continue to make a profit every fiscal year, but only at the expense of the furthering of knowledge in our nation, but it is a sacrifice we must make in order to expand the infrastructure of our nation to a level where it can sustain rapid growth.

After an evaluation of our country's current abilities, it has been discovered that our government continues to support an antiquated economic system, where we implore the merchants of Mexico to trade internally instead of externally and, instead of pushing for industrialization, we push for merchants to make a living through many of our policies. Though this capitalism style is creating a larger revenue, it is in my understanding that moving to a more industrial political system would have only minor effects on revenue and would greatly increase productivity. We also must open up our trade to the world, rather than keep the mercantile system that dominated the 17th century of colonialism and no longer proves useful.

This is where I implore the Congress to listen to my word and heed them, for the better of our nation. We must move to an industrialism focus, so that we are able to produce the soldiers we need to protect Mexico from the horrid attack by KKK terrorist groups and prevent attacks by foreign powers eyeing Mexican land. Policies support industrialization would also cause the much-needed universities, libraries, banks, and other buildings to produced exponentially faster. We also must open our economy to a free market system, as the mercantile system we adopted from Spain and haven't dropped since then is only damaging us.

Minor note, I find industrialism being a labor system distinct from capitalism is odd and strange. I do however believe that as long as we keep science funding low, sticking to capitalism may be good to rush buy necessary infrastructure buildings.
 
OOC: I agree with the weird distinction. Perhaps it is so that a communist nation can take an alternative to capitalism with similar effects.

I, President Comonfort, ask that Congress begin proposing legislation so that they may be passed. I would also like to remind the people that passing an amendment to advocate industrialism would effectively end the Juarez Plan, but would bring about a stronger, and more efficient industry that would increase the construction of not just buildings, but units as well.

I propose two pieces of legislation.

1. We change our trade system to one that supports free trade. It is destabilizing to pur nation to continue the old mercantilism system. We would also vastly benefit from opening up the nation's borders, because our economy can flourish with exports and imports. There is no reason to continue an antiquated system.
2. We should focus on industrialism, rather than save money to pay for buildings in cities. Industrialism would allow us to spread production evenly, all the time, rather than to one city every so often. The Juarez Plan was useful, but now we must move on. The world continues to shoot by us in technology. I know the goal is to pay for infrastructurethat would hasten research, but soon we will be so far behind it won't matter. Industrialism would allow these vital buildings to be built faster, but also let us catch up with the world in technological advancements.

I would like to take this opportunity to voice my opposition to Senator Valentin de Montes' second proposal.

Firstly, many of our provinces remain underdeveloped. The Juarez plan was designed with the future in mind. More productive cities would yield more, the sooner we can develop our cities the more we can take advantage of such future yields, be it economic, scientific or military. As long as the North American cities remain underdeveloped we cannot take advantage of the tremendous productive potential locked up our North American cities.

Secondly, it is admitted that we have fallen behind many of the more advanced European powers, however that itself does not justify refuting the Juarez plan or shifting to a policy of Industrialism which would rob the federal government's ability to inject stimulus into the economy and encourage rapid implementation of projects (rush production). As of now we may improve our scientific position through negotiating trade treaties of technical know how for exchange with countries which would have access to knowledge we lack. Alternatively, we may also train specialists and send them to target countries to acquire such knowledge (spies/espionage).
 
To put any espionage system into effect legislation would need to be passed. I would also like to note that we have next to no espionage infrastructure, so it would have to created, which can be done. I just wanted to point that out. So, if you want to make any legislation, you should put in something about creating more buildings.
 
The problem with the Juarez Plan, however, is that it is confined to the most productive cities mostly. Only productive cities can produce buildings quick enough to a point that governemnt funding is logical. There's also no also no reason, from a financier's standpoint to pay for universities or libraries in cities that produce little research. Big cities get the benefit while small ones are left in the dust.
 
Senator Fosters and Senator de Montes, I do believe you two can come to some form of agreement on when to end the Juarez Plan and create a bipartisan bill to accompany the plan. Senator Fosters, I'm sure you understand that the Juarez Plan cannot continue for too much longer, and Senator de Montes, I'm sure you understand that the Juarez Plan has been a force for good.

I'm not sure what you two, or any other Legislation member, could come to agree on, but I do believe that you could very well create something to solve our issues. I propose something that isn't set in stone, such as a date, but instead a landmark in research, such as the number of beakers created at a certain percentage of research.

I do support the Juarez Plan, but I also support moving on to utilizing the infrastructure we have created using it. I do hope Congress can come to a solution soon.
 
The question here however, is not so much as when to end the Juarez plan but on what direction to take when it ends. Senator de Montes has suggested changing an entire economic order which has worked very well till this time. This would create anarchy.

The question of the relative backwardness of the Northern states has also not been properly addressed I feel. For this reason, I request a report be prepared and placed before the senate detailing the productivity and commercial ability (or lack thereof) of the North American cities. That would help us come to a final decision on the Juarez plan.

I say that the legislation end when every occupied American city has a bank, library, and observatory. Once that goal is complete then we may switch to a more industrial economy. What say you Senator Fosters?
 
I say you are more liberal than me, senator de montes. Every city needs a library and forge, and coastal cities need a lighthouse in addition but infrastructure beyond that must be a local effort. I oppose overly intrusive federal involvement in local concerns and so anything beyond that doesn't sit right with me.

Just because I value higher education as a whole more than the creation of forges doesn't immediately make me more liberal. Nor does that make me a worse Conservadore. If anything, me wanting fewer buildings purchased by the government shows that my wants are more conservative. I know that it isn't the case though, it is just a difference of specific values.

Regardless, it is not a contest as to who is more conservative. We have approached the Liberales with a variety of possibilities, so now it is their job, if they fashion themselves as proper men, to respond with what they see as ideal.

I am still opposed to a change in economic policy, however I think we can agree on a limit for the Juarez Plan. However, Charleston requires this more than any other American city.

Considering the condition of North American cities, I would like to make a counter-proposal, to raise the spending on science to 50% for generating surplus. Thereafter to use the surplus for building a university and bank in every city and a lighthouse and forge in every coastal city.

Additional money for these projects can and should be generated from trades.
 
If no one disagrees with Senator Foster then we will vote on his plan.
