This is a suggestion for improving nuclear war by making it more interesting. Because Civ 4 is a turn based strategy game you can often win a nuclear war simply by targeting the enemy first. You can also lose a nuclear war if someone targets you first. As of now there's no such thing as a nuclear deterrent because if a nation gets nuked it's nuked on the same turn as when the enemy launches the nuke. There is no retaliation that a war mongering civ has to suffer from should it decide to drop the bomb. Perhaps an ICBM when launched to nuke an enemy tile would instead take one whole turn to travel and then nuke the tile. The enemy civ would then be alerted that a nuke launch has been detected from that country and would have one turn to launch a barrage of retaliation nukes before the other country's nuke detonates on target the next turn. It would also take one turn for the enemy's nukes to travel and reach the belligerent civ. The only exception to this would be the tactical nuke which would retain it's vanilla strike on the same turn. The tactical nuke would therefore represent first strike capabilities of nuclear submarines with the ability to take out the enemy without them responding. There could also be a missile warning system that can be built that would tell the general location of where an incoming nuke might land(ex. Montezuma has launched a nuke! It will strike somewhere near Paris on the next turn!). Then if you have any troops that you don't want to lose in that area you can simply evacuate them. If it's a tactical nuke then you'll of course not be warned or have time to evacuate. However it would be balanced since tactical nukes have limited range and do less damage anyway. Nuclear bombers could then be added maybe as a unit that can be loaded onto a normal bomber and then give the bomber the ability to perform one nuke mission. The bombers would add a third dimension to nuclear warfare. ICBMs and tactical nukes are stopped by the SDI while nuclear bombers are stopped by normal anti-aircraft defences.
