This wil make me seem vary ignorant if I am wrong, but what the heck. Are the macedons and persians eternally at war? And if so, isn't this sort of unrealistic? I mean, didn't persia want peace during much of the Alexandrian conquests? And I believe that the efitor should be changed in a patch so that set wars can last a certain amount of time. This way, it would be easier to simulate the time of peace between the Punic wars.

well, perhaps they should have peace
but then again, civ is about changing world's history :p

yes it is about changing history. Therefore, I think that you should be able to break out of set alliances say, every 20 turns. The opposite civ should automatically hold +100 furius points towards you so war is likely, but preventable. check out the war academy for what i mwan by points.
