I got the blank intro menus after I upgraded to 1.52. You can click on anything, but there's no text so you can't see what you're clicking. A lot of missing text in the game too.
So uninstalled, reinstalled. Worked. Upgraded. Same problem. I had modded the game a bit, so next I renamed the folder "CustomAssets" to something else. This is the folder itself, not the shortcut in the civ4 directory.
Eureka. When I ran the game it created a new empty "CustomAssets" folder and the text was all there. Later narrowed the problem to the modded GlobalDefines.xml file in I had put in the CustomAssets\XML directory. I made it so you could build as many national wonders as you want in one city. Anyway if you modded the game, it could be as simple as that.
