City maintenance and civic upkeep bug me. If a city builds a courthouse, this decreases distance cost, number of cities cost, and corporation upkeep all in one. But this does not affect civic upkeep.
This doesn't really fit in with the costs and seems rather odd to me. As usual, I'll fix it in my own mod, and if anyone agrees the code will be available for merging into a UP.
