Major Bug of 3.19 Patch

I bought a new laptop. I installed Civ4+BTS+3.19 Patch but BTS doesn't work properly. I found out this bug during I play ISLANDS map. Some of options didn't work. Because I didn't patch 3.13 before 3.19. Without 3.13 patch, Islands map doesn't have "World Wrap" and "Resources" options. Only install 3.19 is a bad idea. It's common sense but it doesn't work. Is it only one bug of 3.19? anything else? Can I trust 3.19? Install 3.19 only is enough? or Do I have to install all of patches before 3.19? What happended to "World Wrap" and "Resources" options. Disabled in 3.19 is correct? This is not a bug report. I just have a question CAN I TRUST 3.19 PATCH?
