Making a List of City Improvements for Governors to follow?

I found a set of instructions once for Civ II. They were about creating a list of city improvements for your governors to implement, so you could leave cities on auto pilot, but still have them developing the way you wanted them to. This was a text file you placed in the main Civ dir, or a sub dir.

This was about 4-5 years ago, so I don't know a name/ mod or if the functionality exists in Conquests or 3 in general.

Any ideas of what I could search for, or does anybody know if you can't do this?

I don't believe it's possible, at least I haven't come across anything. All you can do is save your build queue.
 
I believe you have to queue them up individually for each city using the shift-click way.
 
No global build queue. You can play with production on governor but no one seems to know how to use it well. It is used to manage happiness and that is about it.

While there is no global build queue, you can put your build list into a queue and then save it. Then when you go to another city, you can load that queue. It's not global, and it takes a while, but it's better then adding each building to each city.

Save the Production Queue with Shift-Q, and load it with Q.

Because it's not an alternate IE browser, it's an alternate to IE browser. And I'm not exactly what you would call a fan of firefox. ;)
