making Civ4 version of Pairidaeza (a beautiful improvement from Civ7)

Hello everybody
In Civilization 7 we can build Pairidaeza, a great and unique improvement from the Persian civilization and it has effects on culture, gold and happiness.
I simply want a Civ4 version of it.

Civ4 has no Unique Improvements in general but I can imagine it as a UB for the Persians.
