No DLL release means Civ6 is still in active development. It won't be released until they are "done" and go into maintenace mode.

I don't think we can accurately divine that. The Civ 5 DLL was released before BNW even came out.

Scenarios are great for that, that when Firaxis add new methods available in Lua (ie: that we can use) when they need to control specific new gameplay features.

That was a good mod thing for Civ 5. If we get a 3rd expansion for 6 I hope some of the ideas in this scenario come to the base game. Health ties good with loyalty and ammenities mechanics, the new district is a nice addition, and the event choice is a good way the flesh out the historical events, so we don't have that much repetitive ages approach.
