They answered my question to confirm that flood plains no longer restrict everyone on building all districts and wonders, though there are some restrictions.
Crater Lake may act as a lake (new?) as adjacent cities have canal graphics into them.

The guy with the beard said earlier that they increased strategic resources on maps. Now he just explained the 50% debuff if you only have half the oil you need for your troops and the 100% cannot heal debuff if you have none.
They better have land oil available and it better not be like it is now with 100 oil offshore otherwise I might ragequit!
