Mandatory policy changes

Late in the game I was being forced to change policies every turn because I had the culture points.

Has anyone run into this? Is there a fix?
 
Why don't you build the Utopia Project, so the game can end? For future reference, in the options menu, when you're starting a game, you can enable policy saving. This lets you spend your culture later.

Or you can sell off your cultural buildings.

he may be going for a differnet victory, but as stated turn off mandatory policys in the options menu.

I don't see a Utopia project.
 
If you have finished/completed 4 (correct me, I haven't played for so long!) SP "branches", then the Utopia Project will be available for construction in any one of your cities.

It's 5 social policy branches, otherwise correct.
