Thought I might make a thread with all the inconsistancies in the manual so that people can be less confused by it (especially the espionage system changes that occured after the making of the manual). Add your own if you notice any.
"Spies are invisible except to other spies."
"Spies cannot be killed normally. Rather, when they are revealed by other spies, they can no longer perform espionage missions, effectively curtailing their use."
"Spies can be killed using the 'kill spy' mission."
"You can keep spies out of your borders by employing the 'spies cannot enter our border' passive mission." [Why not make this an active mission that lasts for a short time but make it expensive?]
