Didn't you hear what I said?! The drug cartels in Mexico are duking it out in public now! Police arrest girls and give them as gifts to the cartels so they won't get attacked! There was the recent beheading of a Mexican police chief that served as a warning to another cartel! Not a warning to the police dept, or the population, another cartel!
