i downloaded marla's latest mapto find out what people were talking about. i was pleased with what i found, but i thought i would send out a warning about settler production. as i stated in my reply in the mod forum, food production/consumption changes at will. if you set the city for growth, it will change and not graduate to the next pop number, say from a 1 to a 2, or 2 to a 3, etc...if you set the city to produce a settler to coincide with the growth, it will not happen. the city will complete the settler, but will wait for the city to grow to a 3 or 4 (whatever the new rule is), but this never happens. so the settler just sits there. you can go in and change the food production and when the city grows it will pop out the settler, but you have to do this manually. if you building a wonder, let's say, and you want the city to stay a pop5 so as to keep it from going into disorder, you change it to a "no growth" city. soon as you turn your back it changes to a growth city. so it works both ways. you have to keep your eye on each city, at least at the begining of the game (i have 7 cities so far). just thought i'd let you know.
 
I have not played on Marla's map, but it sounds like you are using governors to manage production/growth.

Other players (I don't remember whom) have posted on other threads that the production and growth governors have been REVERSED. Maybe, try telling the governor to do the opposite of what you actually want to happen.
