Mausoleum of Halicarnassus not giving 100 gold

I have the Mausoleum of Halicarnassus already built in my Capital. A Great Writer was born but my gold did not increase by 100. I do not have any Marble or Stone within 3 tiles of my Capital. Could that be the reason?

The settings are BNW, Portugal, Archipelago, Standard Map size, Emperor, and Quick.

you get the gold when the GP is expended, not when they are born. So you have to create a great work or political treatise.
