Max Tribute %

Hi guys. I got this at the beginning of the turn:

Then I promote a unit, move another unit closer, and get this screen:

Originally, 115 Faith was 93% of the "max" tribute [So max tribute = 115/0.93 = 123 Faith], now 115 Faith is 100% of max tribute. This is all on my same turn, so no other civs/CS have acted. What am I missing?

Also, if I was Mongolia, would I get 230 Faith?

Think it's just slightly bugged, pretty sure when you are at 1% max tribute you get like 25 of the yield which is clearly more than 1% as well.

Pretty sure Mongolia would get 230.
