... but where does one get really important information about how the game runs?

I mean, for example, the screenshots haven't been updated since June 12th. Or how can I find out what infrastructure our cities have?
Is there some file of the actual turn available, to have a look into it?
Is there one threads which quickly informs me about the provincial structure (instead of looking through every thread hoping to find bits of information...)

Hopefully you've read the thread "What is the Demo Game". If so, you would have already read the basic rules and Constitution (which is being rewritten).

The newly approved Provincial maps can be found in the Phoenatica Geographical Society thread here.
