Merit Bug?

Playing as Fredrich last night who gives commanders the Merit commendation, which is a +1 to their command radius. I noticed however that the commander was not getting XP for combat in the second ring? 100% the combat was inside the ring, tried it with both ranged and melee.

Haven't gotten the Merit commendation much and never noticed this either way. Is this a bug or intended? I assumed that extending the command radius would also extend the radius XP is calculated...

I runned into the same problem with the corresponding commendation for marine commanders:

Title...and see my screenshots - I have a naval commander with Merit, a ship attacks from a tile of the "2nd ring" inside command range to another such tile and no exp is earned:

I consider it as a bug, but an official report to 2K from someone else (maybe an internal tester?) hasn't been picked up after more than a month (despite having received a considerable amount of votes):
