For a little while a few hours ago i played with the Rules file made a new unit and new tech for it but first it isn't working know are there any troubleshooting ideas and second How do you make a new improvement.
Also the new unit that i made is Modern and the unit they gave me is medival i looked in the icon and unit gif files and i don't know how to change it while keeping the wierd backround i need for it to work

This question might get a better answer in Scenario and Creation, but I'll give it a try.
Always back up the files before changing them. I think you can download original files from here or from the cd. I think it's hard to add a new improvement, because IIRC unlike units the effect of the improvements are set in their position in the text file.
If you want to change the graphics, you can download graphics from CFC and copy and paste into your own file. You'll need a good painting program though, like Paint Shop Pro, because if you use paint Civ2 won't start.

The reason why Civ2 won't start is because it won't accept a file in GIF format altered by Microsoft Paint (color problem).

Civ2:MGE/FW will start if you use BMP (bitmap) format (e.g. if you edit Units.gif using Paint the program won't run but if you edit Units.bmp using Paint then the program will run and you don't need the Editor.

Note: The Civ2:MGE Editor saves images in BMP format (which is better anyway).

The problem is that most of the Civ2 image files you'll find out there are in GIF format. What you do is just use the Editor to alter a specific GIF file. The Editor will create a new BMP file of the same name and in the same folder as the GIF file.

If you want to start from scratch then you start a new game and open the Editor.

When you first go to edit something the Editor will promt you to open/name a new scenario folder.
If you are editing an image (like Units.gif) then the Editor will save the altered GIF file in the newly-created scenario folder and will save it in BMP format. At that point, you can forget the limited Editor and use the tools in MS Paint to continue altering the image. The game should read the BMP file without any problem no matter how much you edit it.

Civ2:Test of Time's image files are all in BMP format so you don't need MGE's Editor. Note: some of ToT's image files are incompatible with Civ2:MGE (e.g. ToT's Units.bmp file has up to 80 unit slots and the height if a slot square is greater than that of Civ2:MGE --the Editor is only designed to accept MGE's 63-slot Units file).

Note: You WILL need the Original Civ2's Map Editor to Edit maps though --although I think there is ToT version of MapEdit now.

Note: ToT also uses new Event actions/trigger/flags that the MGE Editor doesn't include.
