One might argue that modern Mexico would really count as an extension of the Aztecs, but that is an oversimplification. I would argue that Mexico is an extremely distinct modern civilization which is both like and unlike its Spanish and Nahua antecedents. Its history is a tragic one, similar to the likes of Poland or Ireland, with many defeats and many ignominious eras, yet it is also the fountainhead of a rich culture of song, art, poetry and literature which combines and yet transcends Spanish and Nahua influences alike. And its victories, like those against the French at Puebla or against Fascists and autocrats in the Revolution, are all the more poignant because of that.
So here is a description of a hypothetical Mexican Civilization in CivIV:
Starts with Mining and Mysticism
Leaders:
Santa Anna (Aggressive, Charismatic) - Favourite Civic: Police State
Benito Juarez (Organized, Protective) - Favourite Civic: Nationhood
Emiliano Zapata (Philosophical, Industrious) - Favourite Civic: Emancipation
Leader music:
"El Deguello" for Santa Anna
A variation on the Mexican National Anthem for Juarez
"La Adelita" for Zapata

Ejido (replaces Granary) +1 Happiness, +1 Culture for every Food worked by city
At any rate, I thought this was an interesting idea. What do you guys think?
