Mid-Late Game Tile Improvements

For a good majority of my civ "career", my games have pretty much been wrapped up by Rifles, and if not, then certainly with infantry. I've had very little practice even with tanks! If I did get to the late game, I had a lead and was going for space, so nothing else really mattered. Now, as I've moved up difficulty levels, I'm starting to get into the late game more, and it actually mattering (somewhat).

My problem is, I don't really change a tile improvement. I read about how great State Property wind and watermills can be...I hear about people cottaging over grassland mines at some point in the game...I do use workshops some to help build ship parts. Is there a comprehensive thread or guide that lists when it is optimal to change tiles?

My hangup is, why would I wanna get rid of a mine, when RR will actually strengthen it more? Why would I want a windmill when I probably have a mature town on that riverside tile?

Any help or advice is appreciated!
 
I think it's more about the civic than about the tiles, at a high level of the strategy (domination wins have you expanding your empire beyond a certain breaking point for what maintenance costs will allow in Free Market); and the tile changes are ways to adapt to the needed civic change and maximize its special tile bonuses.

Although it's pretty automatic that you cottage/farm/workshop over, say, an ivory when ivory becomes obsolete, and so on.
