Military Advisor Question

I have embassies in all of my rivals capitals but i cannot get my Military Advisor to give me a list of my rivals forces. Im pretty sure the manual stated that this info would be available as soon as an embassy was established. Am I wrong? Is a Spy needed?

You need to plant a spy in that civ before you can see what forces they have.
