What determines how many free units you get before you start getting nailed for upkeep?

Your difficulty level (I think) and number of cities (I think) and Vassalage gives you some more.

I havén't checked it myself, but in the war academy there shoulod be an article titled "All about unit upkeep" or something like that. Check it out, and maybe post it here for people to see
