Dear Civ Community,
In a recent GS game, one of the AI (Mongols) conquered a City State, which triggered a Military Emergency to be called against them. Although I voted against it, it was passed and the Military Emergency started. However, I didn't get automatically declared war against the Mongols, nor were most other AIs. I was under the impression that once the Military Emergency was passed, all nations would automatically be at war with the target AI. Was this due to some bug or did I misunderstood the rule?
