Yeah I've proposed that before. Currently you can get weird situations, for example culture from city states or ruins city state can actually hurt by making the policy come too early.

Coming early isn't that bad; you get extra 2 culture/turn in exchange for food. Unless it's 1-2 turns early.

Yeah that is the issue. You can get to 4 pop without a granary with only one 3 food title (even not working it at first) but it is super tight so getting any extra culture messes up. So you are left with the option of just not scouting for a bit or risking a small chance of taking a big hit.
