Minimizing Gang Tackles in OCC - does it work?

Now that I’ve beaten the OCC on Citizen & Specialist Levels, I was wondering: would it really make a human player weak enough to never need to fight any super-bloated scale wars on harder difficulty levels? This guide assumes that we play with Intense Rivalry of Custom Rules turned off. (CPUs will always want the human players dead otherwise.)

Undoubtedly, we’ll need things like the Free Market Economy, Democracy, Knowledge Values, Eudaemonia and Cybernetic Future Laws now more than ever. RESEARCH and ECONOMY become more important too, as do things like EFFICIENCY & PLANET (sort of), INDUSTRY and GROWTH. If this truly works; then SUPPORT, POLICE, PROBE & MORALE truly are more worthless than they otherwise are supposed to be. Hopefully, it does work; since it would then show just how bad the CPUs can really be at waging wars against the humans.

Assuming that all of this is true; then Power Values, Theocracy, the Police State, and the Thought Control Far Future would become even more worthless than ever. The Wealth Values can be a good choice in some cases. Otherwise, it’s typically (kinda) risky, even more so if (either) the Spartans and/or the University are close by. The Green Economy would just become even more of a joke. The Planned Economy meanwhile, would only make more sense in perhaps the very late to end game.

Any thoughts? (Note: the rules I’ve initially instated, must still be followed with complete fidelity and responsibility. I’ve even chosen to ban scores achieved on a Windows OS that’s <7, due to how unsafe those systems have truly become. Any scores achieved that way, will automatically; be disqualified. I need proof therefore, that you’ve achieved it on an up-to-date OS. Send photos & videos if you can. Hardware specs would be nice to have as well. Virtualization is still allowed if (and only if) you obtain all of your software legally, but real hardware is recommended. If virtualization, then I’d really like to know the exact specs of all the software involved. (I.e. name, developer, version, exact method of installing/running the software, including SMAC itself & the host/guest hardware/OS specs, etc.)

I also want to know whether or not you have a “bought-and-paid-for” version of the guest OS emulating software in question, and if it’s applicable, then why.

Disclaimer: these rules are meant to expose and debunk/unmask cheaters and all of their possible attempts thereof. They aren’t in any way meant to discourage the honest people from attempting these kinds of feats. I only wish for a place; where gamers can thrive in a world where video/computer games are a means of escaping the world’s troubles, until as many of them as possible are completely fixed outright. If things were different, then I almost certainly wouldn’t write these kinds of posts; since it’s doubtful that I’d really need to ever do so, if that was truly the case.

Otherwise, my rules & reasonings are much the same as they were before. So what do you folks think about all this? Any potential strategies to adopt for this? If so, then how and why exactly? What’s the highest score (theoretically) possible under these rules? Have you managed to at least come close to achieving it (w/o Scenario Editing) yourself?
 
Under these conditions, the oldest Windows OS won't be allowed for either your host or your guest OS. If either of them are used for this, then I will not "have another choice"; except to completely disregard your score, no matter what. All files sent to me; will have their integrity verified, as always. Don't bother with trying to send me anything that's doctored, therefore. Video footage must never be "spliced" in any way, due to how brutally powerful such a dishonest tactic can really be.
 
Now that I've discussed the rules (including, leaving a <Windows 7 guest OS out of this entirely), let's take a look at our choices for playable factions...

The Gaians, the Hive, the Believers and the Spartans still have little going for them. That leaves the Peacekeepers, the Morganites and the University. Once again, the University is simply; far and away, the best choice. They can still do anything in this game that's useful at all.

At these levels, "Look First" should be turned off; since you no longer have any reason to waste your first few turns. Directed Research however, is still crucial to your success; so keep "Blind Research" turned off. That way, you can easily get "Secrets Of The Human Brain" ASAP. Choose Biogenetics as your "other" free starting tech, then aim for Social Psych once you can choose your next tech. After this, get the Secrets Of The Human Brain. Here, it makes a BIG difference to what your OTHER other free tech is. Choose either Ethical Calculus, Industrial Base or Centauri Ecology if you're given any of those options. Otherwise, I would just aim for Doctrine: Mobility so that you can build Command Centers ASAP.

Really; at this point, I would just restart your entire quest if anything goes wrong here. One example of getting screwed, and you'll likely; be costed fully outright for the whole adventure.

The Projects that I would've definitely gotten, had RNG not (nope, forget it)…

Actually, then that makes The Weather Paradigm the only (other) difference-making Project that I didn't get. (Again, it is what is... [I guess...])…

On the other hand, it might not actually make any real difference in the RNG. However, with the world the way it is; I'm DESPERATE.
 
Even then however, I'd be having SO much more fun with this game; if only I can replace the Believers with groundhogs...

The Believers are simply un-fun (and their quotes even smell like a landfill that doesn't take recycle) and worthless; no matter how you slice it. Unless you can get to the "revived airplanes" era (even then, good stinking luck), then you'll look foolish ~+>=7/8ths of the time while the other nations and the Mind Worms use you to practice their OBSCENELY superior weapons; and INDESCRIBABLY MIGHTY Psi Power, respectively.

Worse; the Gaians can be ridiculously skilled at utilizing the latter as well. If anything, you MUST play it on MacOS 10.14 ALONE in order to NOT lose your sanity from both RNG(!) and security/simplicity/stability/privacy issues with your OS OUTRIGHT. (As always; REAL, GENUINE hardware is highly recommended.)

Even so, it'll STILL take MILLIONS OF YOTTA watts of Energy to make your Probe Teams useful. (Also plan to be stuck on Citizen Level FOREVER.)

You can barely research. Therefore, stick with Fundamentalism. Your PLANET Score is low enough to make even Green Economics useless. You can never use Knowledge Values; and it's better to pick Power instead of Wealth. This means that only the Spartans will come to your rescue, ever; if even that. You only get +25% Attack instead of extra default MORALE outright. This means that you HAVE to strike first. Get rid of the UN Charter if you can (no matter what the cost).

At that, the Thought Control Far Future Society is your only REAL choice. Both this and Power Values together make The Cloning Vats even more crucial than ever. Build them if you can. Otherwise, capture them. At the very least, it is definitely better if the base is simply destroyed outright. (At least the CPUs can never recover them.)

At least without the UN Charter, the Integrity hit can be avoided. The University wants you dead anyway, so this is actually a good trade-off. At least you can (hopefully) avoid wars with more than a single country at once.

The “leftover” economic systems are a varied lot. Market Economics would only work if you’re trigger-happy with Probe Teams outright since you need money in order to bribe enemy units and cities. It’s likely that you’ll need to do this too, since there’s no way to keep up with your rivals otherwise. Once you can steal enough weapons, Planned Economics will give you the much-needed edge in production. The Simple Economics are otherwise your only real choice since; there’s really nothing at all to like about the Believers, even then. Really, a piece of wet spaghetti used by a 1-eyed creature can likely defeat hordes of cheaply equipped Believing troops.

Yes. They’re well-trained. I’ll give them that; but otherwise, the Believers are an utter joke on all conceivable levels.
