We have at this point in time many gaps in our territory borders after the war with Babylon and Russia. Should we try to fill these gaps with new cities or culture?

I think we should build new cities, and use culture to fill in the small gaps that remain.

Culture. We have ample cities. More just increase corruption, and I doubt our ability to (partly) manage that with wltkd.

Culture (as a side effect of libs, universities).
Also money through markets and banks.

We have enough cities. I make 1 exception; a new city somewhere called "Strider" or something similar.

Cities. We have culture in our border cities, and we also need to fill in the gaps (more happy citizens = more score). Also, just because we have more cities DOESN'T mean we need to put every improvement in it. We're 100 points behind Persia, but we really need to catch up. At this rate, we don't even have a plan on how to win! It might as well be histographic, and we need points for that.
