I love the way dirt tracks now become roads under BTS, but I always found it peculiar it happens at the beginning of the industrial age.
Windmills don't change visually until electricity, so I suggest that roads don't appear as highways until Combustion. It just seems weird to have metalled two-lane roads when my empire is still ruled from the back of a horse.
