Missing blue backgrounds

I hope someone can offer advice on a graphical issue I am having. It seems somewhat the opposite of many that have been mentioned before.

At all points during the game when you would expect text to be presented on a blue background (menus, main gui, research selection etc), the blue background is missing and the text is just shown over whatever would normally be behind it. This makes seeing what it going on extremely difficult.

The problem occurs in Civ4 1.74 and BtS 3.03. I do not have Warlords installed.

I am using a Dell Latitude D630 laptop, with an Nvidia Quadro MVS 135M (Which I believe is an 8400GS rebadged).

I've had a good search for others with the same issue, but couldn't find anything. I've also played with my shader settings and resolution to no avail.

I would really appreciate any advice anyone can offer.
